Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from different nations. Considerable effort is allocated on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from Russian territory, a capability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes sober acceptance: possibly the approaching threat won't hit its mark this time, sparing the city from ruin and further power outages.
Ongoing Risks
Not long after, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a rapid response unit – probably Western-made equipment. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's essential dependence on external assistance – a need that neighboring countries are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new proposal from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, no doubt, endure.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration presumes that it is unrealistic to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does minimal to discourage Russia, through words or deeds, from assuming that the current condition will not shift further in its benefit in the coming year.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but preventing a total frontline collapse until conditions improve in its benefit.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a mere seven days to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
